Dishwasher and small-fry criminal Ray hits on a plan with his partners in crime to re-open a local pizza place and dig through to the bank down the street. As his wife can't cook pizza but does great cookies, that's what they sell. While the no-hope tunnellers get lost underground, the cookie operation really takes off and the team find themselves rich business people. But the other local money isn't quite ready to accept them.
This story follows the illegal misadventures of an ex-con dishwasher and his wife, a manicurist who dreams of becoming rich by way of a bank robbery in New York City.

SMALL TIME CROOKS looks like no other Allen film; gone are the black-and-white shades of Manhattan, replaced instead by the ridiculously loud shirts Ray wears and the perfectly garish furniture and artwork Frenchy accumulates. Even the Allen soundtrack, usually exclusively jazz, big band, and Dixieland standards, features "Tequila" by the Champs as an underlying theme. What stands out most of all, however, is the offbeat, charming relationship between Ray and Frenchy, two ne'er-do-wells who get to spend a little time at the top.
